An excerpt from "Your Foal: Essential Training for the Young Horse":
If you have the luxury of picking your days (and hence the weather), do yourself a favor and choose a hot day. First, you won't have to worry about him staying wet and getting sick, second the cooling effect will help make him see the bathing rack as a pleasant place. (Avoid cold days altogether.)
If your horse is unfamiliar with the wash rack, bring along a dressage whip in addition to your water bucket, sweat scraper, shampoo, conditioner, etc. The floors of most racks are simply poured cement and this new sensation can cause your foal to balk and refuse to even enter the area. Should the horse plant his front feet and refuse to approach, don't try forcing the issue. (Not only is that dangerous on a slick surface, it'll solidify his initial thought, that bad things happen there.)
