An excerpt from "Your Foal: Essential Training for the Young Horse":
When the horse will calmly move off with his head slightly cocked (only very slightly, just look for a relaxed neck and an inch or two of bend), when he'll walk ahead of you, gradually begin walking closer and closer to him. It won't be long before the two of you are walking abreast. Should he slow down, simply turn back and stare at that hip to get it moving again, maybe swishing the end of the lead toward his rump for a little extra "oomph." He might feel a little intimidated at first, but take it easy, keep coaxing, and he'll soon grow accustomed to you being there, walking in the customary leading position. We've worked so much on stopping or turning our horses with our nearby body presence that he's bound to second guess all this walking. As in all of our training, you want him to make mistakes. Here they give us an opportunity to teach him "Yes, you're expected to walk off and to continue walking."
